Langston Hughes Affordable Housing, Inc. | April 5, 2026
David Sewall Searles, Jr. (“David”) founded Beverly J. Searles Foundation, Inc. (“Searles Foundation”) in 2007. David has been the CFO and Board member for all Searles Foundation Affordable Housing Tax Credit developments since 2007.
In 2021, to expand our Affordable Housing mission, David created a separate not-for-profit 501(c)(3) corporation called Langston Hughes Affordable Housing, Inc. (“LHAH”.) (LHAH was originally “SFP 92 Affordable Housing, Inc.” The Board of Directors, Georgia Secretary of State and Internal Revenue Service approved the name change.) LHAH is a Georgia not-for-profit corporation governed by a board of directors (the “Board”). LHAH is organized according to the provisions of the Georgia Nonprofit Corporation Code exclusively for charitable, religious, educational, and scientific purposes under Section 501(c)(3) of the Internal Revenue Code or corresponding section of any future federal tax code.
The IRS issued a determination letter dated January 11, 2021, determining that LHAH is exempt from federal income taxation under Section 501(a) of the Code.
IRS Revenue Procedure 96-32
The LHAH Articles of Incorporation and By-Laws mirror Internal Revenue Service requirements for not-for-profit ownership and operation of Affordable and Workforce Housing as outlined in IRS Rev. Proc. 96-32.
Charitable Purposes
Under the Board’s control, LHAH acts exclusively for charitable purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code. In furtherance of such purposes, LHAH shall have full power and authority to hold, invest, reinvest, and expend such funds and properties so received and to borrow money to further its charitable objectives. The purposes of LHAH include, but are not limited to, the following:
- (1) The corporation’s mission shall be to help in God’s work in the world, mindful of the advice in Nehemiah 8:10, “Go and enjoy choice food and sweet drinks, and send some to those who have nothing prepared. This day is holy to our Lord. Do not grieve, for the joy of the Lord is your strength.”
- (2) Combat community deterioration.
- (3) Preserve and create Affordable and attainable Workforce Housing.
- (4) Relief of the distress of the low-income and moderate-income families and the elderly or physically handicapped.
- (5) Serve as the managing member of subsidiary companies that own and operate affordable and workforce housing.
- (6) Lessening the burdens on governments.

Service to Low to Middle-Income Residents
- LHAH serves residents who earn 60% to 80% of the Area Median Income (AMI) with rents limited to 30% of the resident’s income.
- We participate in government housing programs designed to provide affordable housing.
- LHAH coordinates additional social services that are affordable to poor residents.
- When considered individually, we accept residents with unusual burdens, such as extremely high medical costs, that place them in a condition similar to that of persons within the qualifying income limits, despite their higher incomes.
- Participate in homeownership and entrepreneurship programs to help families build wealth and afford safe, decent housing.
- All our rents, policies, and procedures shall comply with IRS Rev. Proc. 96-32.
LHAH Expansion
To serve our Development Partners, LHAH is the Sole Member of more than forty separate limited liability companies domiciled in Georgia, Arizona, South Carolina, North Carolina, and Nevada. for 50 years, now with a professional staff of more than 1,200 employees.
DevCo Residential Group.
Founded in 1994, Devco Residential Group is one of the largest providers
of affordable housing in Washington State. Devco and its affiliates develop,
own, and manage over 10,000 affordable and market-rate apartments around
the United States.
KCG Companies.
Founded in 2015, KCG is a mixed-use and affordable multifamily developer
based in Indianapolis, IN.

Cassius Coleman has 35 years of experience in accounting, tax, and finance. He smoothly transitioned from accounting to real estate development. Cassius has taken projects from conception to certificate of occupancy, in which he was intimately involved in all aspects of the affordable housing development process, including zoning, permitting, design, debt/equity financing, construction, and asset management. Cassius is also the CFO of Senior Day Out. This local nonprofit serves seniors across the State of Georgia by providing meals, cognitive and physical exercises, and round-trip transportation to and from the facility.
